I'd guess that, as in that example, it just depends on if the boss you want has specific mechanics that require you to have more than one person. Rastakhan is most certainly NOT. Scripted mechanics make it unsoloable. Opulence is soloable by anything with a pet. All you gotta do is pull the statues at the same time, so you can run the gauntlet and get the dps buff at the end, then you can solo it.
