I think the main reason is because FZROX and FZILX are mutual funds, while VTI and VXUS are ETFs. I think people like the ability to trade intraday instead of once at the end for the closing NAV price. Also, I think other companies charge high transaction fees for Fidelity's ZERO funds (I believe TDA and Schwab charge $50). VTI and VXUS are ETFs, not mutual funds. There won’t be any taxable event.
